The FEI General Assembly 2024 took place in hybrid form in Abu Dhabi, UAE, on Wednesday, with 80 of the 136 member nations present in person and 17 voting online to reach the needed quorum of 69.
During the General Assembly, the FEI Finance Director presented the audited financial statement for 2023, the revised budget for 2024 as well the budget for 2025.
The General Assembly approved the financial charges for the year 2025. A notable change compared to previous years is the increase of the athlete and horse registration fees. Since the introduction of the athlete registration fee in 2006, the annual fee has remained at CHF 10 despite the significant expansion of services and digital solutions provided by the FEI over the past two decades. The adjustment ensures that the FEI can continue to deliver its essential services to the athletes. Approved by the General Assembly, applicable from January 1 2026, the registration fee for athletes will be increased from CHF 10 to CHF 55, while the registration fee for horses will go from CHF 25 to CHF 55.
The FEI General Assembly also approved the proposed changes to the FEI General Regulations, the FEI Veterinary Regulations, the FEI Jumping Rules, as well as the Equine Anti-Doping and Controlled Medication Regulations – the latter has gone through a full revision this year in accordance with the FEI Periodical Rules Revision Policy. The updated rules will be effective 1 January 2025, except for the implementation date for the FEI Noseband Measuring Device as per the FEI Veterinary Regulations Article 1044.8, which was amended from 1 January to 1 May 2025.
Furthermore, during the General Assembly, the Chair of the FEI Jumping Committee Stephan Ellenbruch provided a brief overview of the Jumping Report. The full report is available here. The Chair of the FEI Athletes Committee, Jessica Kürten, also presented her report.
FEI Legal Director Mikael Rentz presented the newly created FEI Reporting Hub, which will be used to address and report horse abuse, safeguarding matters, as well as equine and human anti-doping.
Jenny Hall (GBR), FEI Veterinary Chair and Board Member, was elected as FEI Vice President until 2026, replacing Marc Samuel (CAN), who was appointed Honorary Vice President.
The delegates were informed that the FEI Sports Forum 2025 will be held in Lausanne (SUI) on 31 March and 1 April, with an update on the FEI Equine Welfare Strategy Action Plan, the FEI Jumping Rules – which will be undergoing full revision in 2025 – and the qualification systems for the LA28 Olympic and Paralympic Games on the agenda.
The FEI Board has also held two meetings in Abu Dhabi, and on Monday there were regional groups meetings and continental associations (EEF, PAEC, ACES) meetings. On Tuesday, four sessions were dedicated to the following topics; Equine Welfare Strategy Action Plan, Horse Digital Passport, Athletes Services and Registration Fee, as well as Rules.
The FEI General Assembly 2025 will take place from 5 to 7 November in Hong Kong.
