Changes to the FEI Jumping Rules, FEI General Regulations and FEI Veterinary Regulations for 2023

As usual, the new year comes with updates to the FEI rules and regulations. 

Changes to the FEI Jumping Rules for 2023 – that came into effect January 1 – include, among other modifications: 

  • Higher minimum per diem allowances for officials, ref. article 200  
  • Higher minimum entry fees, ref. Annex VI 
  • Lower minimum speed requirements, ref. article 234
  • An addition to article 241 concerning eliminations*

Changes to the FEI General Regulations for 2023 – that came into effect January 1 – include, among other modifications: 

  • Changes in the definition of ‘Related organiser’, ref. Appendix A 
  • Changes reg. the official calendar, ref. article 112
  • Changes reg. suspensions, ref. article 164.7
  • As well an added Appendix K reg. calendar application procedure and consequences of cancellations of jumping events

Changes to the FEI Veterinary Regulations 2023 – that came into effect January 1 – include, among other modifications:

  • Updated definitions of the term ‘FEI Stables Area’, ref. Annex X: “An area at an FEI Event in which stables are located. This area may be of restricted access and include Testing Boxes and Treatment Boxes. Only FEI registered Horses that meet the health requirements determined by the Veterinary Regulations can access the FEI Stables Area.”
  • Minimum stabling requirements, ref. article 1008
  • A mandatory closure of the FEI Stables Area for six consecutive hours overnight, ref. article 1008: “ - - 6. h) closure of the FEI Stables Area for 6 consecutive hours overnight with minimal lighting and noise to allow the Horses to rest adequately.” 
  • Equine influenza vaccination requirement, ref. article 1003
  • Changes have also been made to the list of what is included in non-restricted supportive therapies and restricted supportive therapies as well as to the sanctions, including vaccination irregularities.

The President of the Ground Jury (or in the absence of the President of the Ground Jury from the Ground Jury box, the Ground Jury Member designated by the President of the Ground Jury to take over the running of the Competition in their absence) may, in their sole discretion, ring the bell (or instruct another Ground Jury member to ring the bell) to eliminate an Athlete/Horse combination while a round is ongoing if the President of the Ground Jury (or their designee) decides that it would be contrary to the principles of horse welfare to allow the combination to continue the round. The decision to eliminate is final and not subject to appeal or protest.”
